Milton “Milt” Johns



Milton “Milt” Johns has been in private practice for more than 20 years and has spent almost 35 years in government and defense contracting arenas in a variety of roles. He is an adjunct professor of Business Law at Northern Virginia Community College and a former adjunct professor of business law at Strayer University in Woodbridge, VA, and of legal research and writing at George Mason University School of Law.

Mr. Johns’ primary areas of practice are in business litigation, corporate law and formation, government contracts, and serving as counsel for government contracting companies. This practice includes drafting and reviewing nondisclosure agreements, teaming agreements, contracts (prime and sub), compliance review and advice (FAR, DFARS, ITAR, EAR, SBA), novations, mergers and acquisitions, GSA Schedules, NISPOM security matters, and employment law. Mr. Johns prosecutes and defends bid protests at the Government Accountability Office and at the Court of Federal Claims. He assists clients with establishing Service Disabled Veteran Owned Small Businesses, Woman Owned Small Businesses and HUB Zone Businesses. He pursues and defends small business and socioeconomic status protests at the Small Business Administration. He also prosecutes and defends claims under the False Claims Act. Mr. Johns  counsels and advises individuals and corporate clients on all aspects of complex litigation. His litigation efforts include discovery, motions practice, and bench and jury trials. Other practice areas include intellectual property, export control (ITAR/EAR), employment law, personal injury, criminal and civil defense, domestic relations, wills, employment, consumer, collections, bankruptcy, and landlord/tenant law.

Mr. Johns was awarded the Aeronautical Merit Cross, second class, by the government of Spain in 1995. He is published in fiction and nonfiction.

  • Appeared and argued in General District, Juvenile and Domestic Relations District, and Circuit Courts of numerous Virginia jurisdictions, the Supreme Court of Virginia, the U.S. District Court, Eastern District of Virginia and the U.S. Bankruptcy Court, Eastern District of Virginia.
  • Provided strategic advice and legal counsel to emerging market government contractors in connection with a private equity investment.
  • Represented a middle-market government contractor in connection with subcontractor-prime dispute.
  • Successfully prosecuted and defended dozens of protests before the Government Accountability Office.
  • Obtained a $190,000 default judgment for an international business related to breach of contract and fraud in an equity purchase agreement
  • Successfully defended a corporate client against an injunction demand related to alleged misappropriation of trade secrets and breach of employment agreements.
