FH+H Attorneys Jack White and Marlena Ewald Bestowed Army Civilian Service Medals

The Secretary of the Army awarded the Distinguished Civilian Service Medal to FH+H Partner Jack White and the Civilian Service Achievement Medal to Senior Associate Marlena Ewald for their work on an independent panel reviewing the cultural climate at the Fort Hood Army installation.

Mr. White served as a “Highly Qualified Expert” on the five-person Fort Hood Independent Review Committee (FHIRC). For months, Mr. White interviewed more than 3,500 soldiers, civilians, and family members. He worked with the committee to analyze more than 31,000 surveys, interview results, and other data sources.

Ms. Ewald was recognized for the outstanding support that she provided as an assistant and consultant to the committee. In her role, Ms. Ewald assisted with the drafting of the final report, including editing the structure and content of the entire report. 

The FHIRC was assembled by the Army in August of 2020, after the death of SPC Vanessa Guillen and related sexual misconduct allegations at the base and throughout the Army. The committee was tasked with conducting an independent and comprehensive review of cultural and structural issues at the base. After months of research, the committee produced and presented a 300-page final report, which includes 70 constructive recommendations, to the Army and U.S. Congress.

Mr. White has significant experience in government investigations, civil rights claims, and organizational dynamics. He served as an Active-Duty Army officer before transferring to the U.S. Army Reserve while attending Pepperdine University School of Law.

Ms. Ewald is highly experienced in complex internal investigations and government affairs. A military spouse herself, Ms. Ewald’s past experience at the Court of Federal Claims and as in-house counsel helps shape her practice in government contracts, commercial contracts, investigations, and transactional work.
